Boat houses on Kolka beach could have been placed legally, had all the necessary formalities been completed, admitted the Director General of the State Environmental Service (VVD), Elita Baklāne-Ansberga.

She emphasised that by obtaining all necessary approvals and cooperating with the municipality, it would be possible to place such accommodation on the coast.

This would be possible because the location in question has the necessary infrastructure, such as a car park for accommodation guests to leave their vehicles, amenities, etc. In coastal areas where the coastline is not developed and where building a road or carrying out other work that would impact the environment would be required to access the accommodation, this would not be possible.

Baklāne-Ansberga added that the municipality could have launched a procurement process, obtained the best offer, and allowed the entrepreneur to place the accommodation on the beach, coordinating these activities with the relevant services, including the VVD.

However, the necessary preparatory work was not done and the boat houses were placed on the beach illegally.
