The survey found that implementation is considered more important than the development of the plans themselves; planned management measures should be more closely linked to objectives, and it is necessary to monitor not only the development of plans but also their implementation. It was suggested that the plan development procedure be simplified to reduce formalities and administrative costs, thereby encouraging genuine participation. Local authorities, meanwhile, consider the plan significant for spatial development planning and wish to be involved in its implementation, whilst noting a lack of capacity and sufficient financial resources to carry out the actions envisaged in the plan.
