People need an intelligent route to get to their workplaces and to reach the capital city.

It is needed by Ogre, Ērgļi, Ropaži and Mālpils. If there is no road, one must seek an alternative, but in this specific case, there effectively is none, as one has to make a 43-kilometre detour. The most absurd part of the story regarding the P4 is that almost the entire length of the road has been surfaced with asphalt, just as the government promised when it closed the Rīga‒Ērgļi railway. Yet only 9 kilometres across the Lielie Kangari ridge remain unpaved, with a gravel surface. The road is winding, potholed, overgrown and dangerous. In 2013, the first report on the environmental impact of the road reconstruction project was rejected. As the environmental zealots wished: “There are high hopes in the Environmental Protection Club that this will bury the reconstruction project for the Vāverkrogs‒Jugla section of the P4 road, and that the Lielie Kangari will remain uncut and undug.”
