In households where there is a close bond of mutual respect, trust, and affection between the owner and the dog, the dog is usually not chained up and is given plenty of freedom. As a result, it can develop its natural intelligence to distinguish an intruder from a well-wisher. The bark of such a dog has an entirely different tone. It sounds like a warning call to the owner – go and investigate what is happening there. A dog like this graduates from a guard dog to a security consultant.
The State Audit Office of the Republic of Latvia, as the country’s independent supreme audit institution in accordance with the Constitution and the Law on the State Audit Office, also compares itself to a guard dog. At least that is what can be read in the section of the State Audit Office website "Myths and Truths about the State Audit Office" [1]. Excellent, highly interesting reading that clearly shows which type of guard dog it wishes to resemble in the eyes of its partners and the public. It must be said, however, that the legality audit report published at the end of last year "Activities of the Ministry of Agriculture in the management of state-owned mineral resources" [2], as well as the public discourse that has been initiated [3], are more reminiscent of the behaviour of a chained dog, lacking an analytical and logical analysis of economic cause-and-effect relationships [4], [5]. The saddest thing has happened – both the boy and the postman have been bitten, and furthermore, the owner has not become any wiser as to where the apple in the child's hand came from.
