In December 2021, the Russian administration came forward with a list of demands for Western countries, one of which was a legally binding guarantee that the North Atlantic Treaty Organisation (NATO) would not expand further east. The US and NATO urged the use of diplomatic means to resolve the conflict. In February 2022, the Russian Ministry of Foreign Affairs suggested that the US withdraw its troops from Eastern Europe, Southeast Europe, and the Baltic states.
