However, VARAM speaks of the end of lynx hunting almost as if it were a fait accompli. Here is what was written in the explanation sent to Neatkarīgā:
“Given that the lynx is a species included in Annex IV of Council Directive 92/43/EEC of 21 May 1992 on the conservation of natural habitats and of wild fauna and flora, 'Animal and plant species of Community interest in need of strict protection', and considering that the Latvian lynx population is not subject to a geographical derogation and is not included in Annex V of the Habitats Directive, 'Animal and plant species of Community interest whose taking in the wild and exploitation may be subject to management measures', the draft regulation deletes the lynx from the list of specially protected species with limited use and includes it in the list of specially protected species.”
