Furthermore, the European Parliament resolution of 9 June 2021 on the EU Biodiversity Strategy for 2030 specifically emphasises that a clear definition must be developed for the needs of strict protection. It also refers to the Council conclusions of 16 October 2020 on biodiversity, which indicate that a stricter level of protection may allow for specific human activities if they are carried out in accordance with the conservation objectives of the protected area. Human activities, provided they are compatible with conservation objectives or even contribute positively to biodiversity, should continue to be permitted in strictly protected areas. The European Parliament also calls on the European Commission, in cooperation with Member States, to clarify which human activities could be considered permissible under a strict protection status, provided these activities do not essentially affect natural processes and are compatible with the ecological requirements of the areas, based on a case-by-case assessment grounded in the best available scientific knowledge.
