Overall, the situation is slightly reminiscent of an orator in the Fourth State Duma of the Russian Empire who, in 1917, in connection with the First World War that had exhausted everyone, passionately said: "Who is against the war? We are all against the war! But first, we must win it!" Conversely, as Winnie-the-Pooh said, from a third perspective, it is not fair that the West is speculating with the logic of "the other side" to avoid financially helping the poorest part of the world improve its environmental policy.

It may well be that in Glasgow some reasonable agreement will be reached on this aspect at least, yet there have previously been problems with the allocation of money promised at other climate gatherings.

Finally, let us not forget the current context of energy resource prices. For some, the jump in fossil fuel prices is further confirmation that the sooner we reduce our dependence on these resources, the better. Others, however, interpret the situation as proof that "green energy" does not provide the necessary volume of supplies and good prices, and therefore it is safer to stick with good old oil, natural gas and coal.
