Estonia does not actually have any special or very, very friendly relationships with Finland or Sweden; those are desires, not reality. Instead of wishful thinking, it would be more useful to focus on Lithuania and Latvia, which are the true cooperation partners.
In Estonia, one cannot complain about a lack of self-esteem: it is in abundance. That is why talk of the "day when Estonia becomes a fully-fledged Nordic country" has lulled people into a certain drowsiness, failing to notice that neither Finland nor Sweden desire any special relationships. Yes, Estonia is a good neighbour to the Scandinavians, but... no more than that... Not a neighbour worth taking risks for!
