The Institute of Horticulture had developed a recipe and produced lilac flower jam specifically for sale to visitors of the Dobele Lilac Garden. "If we make it ourselves at home, decorate cakes with lilac flowers, or prepare various desserts or wine, we take responsibility for ourselves."

However, when we start producing something, like lilac flower jam, we have to deal with many other things, such as regulatory acts," explained Dalija Segliņa, Head of the Biochemistry and Food Technology Department at the Institute of Horticulture.

Since 1997, the European Commission has maintained a Novel Food Catalogue, which serves as a recommendation. However, European regulations refer to this catalogue. Lilac flowers are not included in the catalogue's list of edible plants.
