Restrictions call for a solution

Despite the recommendations made in the spring, the government has not taken the steps needed to systematically improve legislation on restrictions of real property rights. At present there are substantial differences and uncertainties in the criteria for compensation and in the amounts paid.tiesibsargs.lv

Officially

On 19 August 2025 the Cabinet of Ministers approved a draft order prepared by VARAM on allocating 324 thousand euros from the state budget programme “Funds for unforeseen events” to the municipalities of Augšdaugava, Ludza and Preiļi.varam.gov.lv

Economy

As this bill was being considered, lengthy discussions arose in the government, and ministers and social partners still voiced differing views on several issues. Since it was not possible to agree on everything, work and discussion on the bill's proposals is set to continue in the Saeima.db.lv

Information on the legislation portal shows that the Labour Law has been jointly approved only by the ministries themselves, while the partners have not approved it; and, curiously, neither the employers' representatives nor the employees' representatives are content.inc-baltics.com

In the countryside

Most of the former fox farms have now been replaced by extensive greenhouses full of bright green birch seedlings. The owners of the tree nursery, brothers Reinis and Kristers Cimdiņi, explained how they chose the site.lsm.lv

Hunting

On public water bodies and in their bank strip, game waterfowl may be hunted without the agreement of the holder of the hunting rights. Hunting on public lakes and rivers situated within city boundaries, however, is permitted only in accordance with the hunting rules set by the municipality concerned. vmd.gov.lv

On 15 August 2025 the hunting season opens for roe does and kids (up to one year old) and will run until 30 November. Also on 15 August, the season for red deer stags of up to two years of age opens throughout Latvia and will continue until 31 March.vmd.gov.lv

The ministry also refers to the Supreme Court's ruling that municipal decisions cannot be based on residents' general dislike and their interest in not spoiling the view from their properties, because the municipality has to weigh up and balance all the interests involved.lsm.lv

Environment

From 2025, every Latvian municipality must implement a participatory budget. To give residents a convenient and accessible way of taking part in this process, VARAM has developed a participatory budgeting platform.varam.gov.lv

Two years ago the municipal council already decided to hand the culture house over to the Ministry of the Interior, which instead intends to create modern premises for medics, police officers and rescue workers.lsm.lv

In order to install counter-mobility obstacles along the eastern border by 2028, 2,000 hectares of land will have to be expropriated from several hundred owners. For the time being, however, no specific properties have been named. lsm.lv
