National Development Plan. Sustainable growth. Guaranteed population replacement. Digital transformation. These and many other flamboyant expressions, which conjure up images reminiscent of communist-era propaganda videos, can be found in abundance in our national planning documents, including the most important one – the National Development Plan. The reality, however, is much more down-to-earth – it gives the impression that real planning is short-term and closely tied to the state budget development process. Is the NAP not working?
