Switzerland’s forestry and timber-industry model is defined by strict legal protection, decentralised public administration and a pronounced focus on mimicking natural processes, in which timber extraction is subordinated to the forest’s protective functions in the Alpine region. This year the country is making a significant strategic shift, planning to increase harvesting by one million cubic metres in order to reduce dependence on imports and support climate-neutral construction.
History and forest ownership structure from the 19th century to today
In the mid-19th century, industrialisation and railway construction led to heavy clearing of Switzerland’s Alpine forests, followed by devastating floods and landslides that made society aware of the forest’s critical role in ecosystem stability. The Federal Forest Act, passed in 1876, established a radical principle: total preservation of forest area and a ban on reducing forest land. Any permitted harvesting had to be compensated by planting new forest in the same region. Under the principles of Swiss federalism, forest management is split across three levels: the federal level in Bern sets general laws, the 26 cantons shape regional policy, and the communes and local communities carry out practical oversight.

Most of Switzerland’s forests belong to the public sector: around 70% are public forests owned by municipalities, or communes, and citizen corporations, while roughly 30% belong to private owners. Private forests are highly fragmented – the average holding is smaller than 5 hectares, which, naturally, makes commercially viable management difficult.
According to the latest data, Switzerland’s forest area currently stands at around 1.32 million hectares and continues to grow slowly, mainly at the expense of abandoned Alpine pastures in the south and in the mountains. Swiss forests are among the densest and richest in growing stock in Europe, averaging as much as 360 cubic metres per hectare. Total standing timber volume is about half that of Latvia, at roughly 422 million cubic metres. In 2026 national forest policy is focused on putting the huge accumulated stock to more active and sustainable use in construction, so as to reduce the risks posed by overmature stands. Switzerland’s main tool for protecting biodiversity in its forests is a system of officially registered forest reserves, split between strict nature reserves, where all commercial activity is halted entirely, and specially managed habitat reserves. Clear-felling is banned by law in Switzerland. Harvesting is carried out through selective felling, in which only individual mature or damaged trees are removed. Forests regenerate naturally from self-sown seed; artificial regeneration by planting is used only in rare exceptional cases.
Around 40–50% of Swiss forests, particularly in mountain regions, hold official protective-forest status, known as bannwald. Their primary purpose is not timber production but the physical protection of settlements and infrastructure against snow avalanches, rockfalls and mudslides.
Because of climate change, Norway spruce (Picea abies) is dying en masse in Switzerland’s lowland forests, weakened by drought and destroyed by bark beetles. In 2026 Switzerland continues actively reshaping the composition of its forests.
Silver fir (Abies alba) is becoming the main replacement for spruce in mountain and mid-elevation regions. Silver fir has a deep taproot, which makes it more resistant to storms and able to reach deeper water reserves during drought. In the timber industry its wood closely resembles spruce and is well suited to producing CLT panels and glued structural components. European larch (Larix decidua), meanwhile, is widely planted and used in high-alpine regions. Larch wood is naturally resistant to moisture and decay, so it is increasingly used for building façades and outdoor structures even without chemical treatment. In lowland regions, broadleaf species naturally dominate in place of spruce forest, particularly European beech (Fagus sylvatica). Swiss scientists and engineers have developed innovative technologies for using beech in load-bearing structures, such as the densified veneer wood product known as BauBuche, since broadleaf timber is structurally stronger than softwood, even though it is more technically demanding to process.
Certification, nature conservation and compensation for owners
Swiss forest management meets the highest ecological standards, integrating both international and national systems. Forest owners make active use of the FSC (Forest Stewardship Council) and PEFC (Programme for the Endorsement of Forest Certification) schemes, which are often incorporated into unified national standards.
Because forest owners face strict constraints, such as the obligation to leave dead wood for biodiversity or a ban on active management inside reserves, the federal government and cantons pay direct compensation. Switzerland operates a Payments for Ecosystem Services (PES) scheme, under which the federal budget and the cantons jointly cover fixed costs for owners who maintain habitats, carry out conservation measures and provide public recreational access. In 2026 sharp controversy has been stirred in Switzerland’s political arena by parliament’s adoption of the so-called Würth motion, which weakens the 150-year-old strict law on compensating lost forest land. It allows part of the forest cleared for construction to go unreplaced by new forest, with investment directed instead into improving the ecological quality of existing forest – a move that environmental organisations such as Pro Natura sharply criticise as a threat that will shrink forest area in the country’s densely populated midlands.
Cantonal subsidies and cooperation among private owners
Since 30% of Swiss forests belong to around 250,000 private owners and the average holding does not even reach 5 hectares, timber extraction has historically been unprofitable. To address this, the federal government and cantons use both financial and structural instruments.
The cantons financially subsidise and support private owners joining together in regional cooperatives. These joint forestry structures combine hundreds of small holdings into a single management unit, allowing owners to jointly employ a professional forester and procure modern machinery centrally.
Financial support is not granted for ordinary timber harvesting. Subsidies are paid only for specific work that serves the public interest. Switzerland funds the management of protective forests, allocating funds for stabilising steep slopes and for the selective felling of old trees to allow young stands to grow. The state also co-finances the construction of forest roads and cable-line infrastructure, along with ecological services. There are dedicated payments for preserving “habitat trees” and leaving dead wood in place for biodiversity.
Conflicts with eco-activists, problems and scandals
In recent years Switzerland’s forestry sector has not been spared sharp public debate and international scandal.
In the KlimaSeniorinnen case, the European Court of Human Rights ruled against Switzerland over its inadequate action on climate change, which affects the health of elderly women during heatwaves. The Swiss parliament responded with rejection, creating unprecedented constitutional and political tension between eco-activists, the government and the judiciary. International attention was also drawn by a complaint filed by the environmental organisation Bruno Manser Fund against the Swiss banking giant UBS, over suspicions that it had laundered money through the Swiss financial system on behalf of Malaysia’s illegal tropical timber mafia, also known as the network of politicians in Malaysia’s Sabah state. At local level, conflicts regularly flare up between foresters seeking to step up sanitary felling in response to bark-beetle outbreaks and more radical eco-activists, such as those from the particularly aggressive Extinction Rebellion movement, who demand a complete halt to human activity and want forests left to regulate themselves.
What is Extinction Rebellion?
The Extinction Rebellion (XR) movement is known worldwide, including in Switzerland, for its uncompromising, self-declared strategy of “direct action”. Although the organisation officially declares itself committed to non-violent resistance, the demands it raises and the methods it uses are regarded as highly radical, since it calls for the complete and immediate dismantling of the existing economic and political system. While states and organisations plan to reach climate neutrality by 2050, XR demands an immediate and total halt to greenhouse gas emissions and the use of fossil resources. In forestry, this translates into a ban on any diesel-powered machinery and a radical restriction of transport movements.
One of XR’s core ideas is the belief that traditional parliamentary democracy and political parties are incapable of resolving the climate crisis, because of lobbying and short-term election cycles. They demand the creation of a randomly selected citizens’ assembly, whose decisions on the environment and the economy would be binding on the government. In the Swiss context, this effectively means reducing the role of, or replacing, the country’s existing system of direct democracy – referendums and the cantonal system.
The movement demands that “ecocide” be introduced as an international crime alongside genocide and war crimes. Under XR’s interpretation, large-scale timber harvesting, even where it is legally permitted, such as sanitary felling in Switzerland, could be classified as a crime against the environment, with company executives or foresters facing criminal prison sentences. Latvia, too, has its share of eco-fanatics who would no doubt welcome the prospect of such penalties for foresters...
In forestry, XR and the radical eco-activists linked to it champion ideas that rule out commercial timber extraction altogether. The radical wing demands that forests be “returned to nature”. In their view, even Switzerland’s highly praised and gentle Dauerwald selective-felling model amounts to capitalist interference. They believe trees should only be felled where they pose an immediate threat to human life, and that in every other case the forest should be left to age, decay and collapse on its own, without human intervention. When foresters try to fell spruce stands hit by bark-beetle outbreaks in order to save neighbouring forests, XR’s fanatical activists often interpret this as “destroying the forest for profit” and demand that bark beetles be allowed to regulate the ecosystem naturally, even if that means the loss of large areas of forest.
The radicalism of these ideas shows itself not in theory but in the way these fanatics try to force society and government to change their decisions. XR’s strategy rests on inflicting economic losses. In Switzerland this has taken the form of blocking bridges and major junctions in Zurich, Bern and Geneva, chaining activists to bridges or gluing themselves to the asphalt, as well as blockading the entrances of banks such as UBS. Although XR officially does not endorse the destruction of property, more radical splinter groups or autonomous activists in the forestry and construction sector use what is known as “forest sabotage”, or monkeywrenching – disabling machinery, cutting cables on harvesters, blocking roads, and chaining themselves to trees earmarked for selective felling.
Switzerland’s timber industry and the 2026 outlook: one million cubic metres more
The total size of Switzerland’s timber-processing and forestry market, covering construction, joinery and the so-called engineered-wood segment, is estimated at CHF 6–8 billion (roughly €6.5–8.7 billion) in 2026. The sector’s structure is built around high-tech companies, modernised sawmills and a well-developed timber-frame construction industry.
In 2026 the sector is seeing production capacity stabilise alongside a wave of modernisation; industry flagships such as Tschopp Holzindustrie are investing in especially modern sawmill lines to maximise the processing of domestic timber. Moderate and stable demand for sawlogs is forecast through to mid-year. The main high-value-added products are glued laminated timber, cross-laminated timber (CLT) panels, and prefabricated timber-frame houses and modular building elements, which dominate the domestic market. Around 10% of output is exported, chiefly to southern Germany, Austria and France. As the replacement of fossil resources continues to grow, an increasing share of lower-grade timber is being diverted into biomass pellet production and industrial wood packaging.
The Swiss government’s decision to increase domestic timber harvesting by 1 million cubic metres is the main driver of the 2026 market. It will help sawmills rebuild historically low roundwood reserves, which resulted from several years of poor weather. Harvesting is complicated by unpredictable winter weather, when a lack of snow at lower elevations prevents the ground from freezing, and by the need to urgently fell bark-beetle-damaged spruce stands, which shifts the mix of assortments available. With new European and national regulations coming into force, full traceability of timber flows and digital verification of certification data – from forest to the end user on the building site – takes on critical importance in 2026.
It is worth noting that the distinctive character of Swiss forestry and the timber industry rests on targeted funding, highly technological engineering solutions, and strong social dialogue underpinned by sector-wide collective agreements.
Trade unions and labour rights in the forestry sector
In Switzerland, labour relations are governed by the so-called “labour peace”, Arbeitsfrieden, meaning disputes are resolved through negotiation rather than strikes. Trade unions hold strong influence in forestry and timber processing. The main unions are Unia, Switzerland’s largest trade union, representing both forestry workers and the timber-processing and construction sectors, and Syna, the second-largest cross-sector union, which is active in negotiating collective agreements.
The sector operates under national and cantonal collective agreements, jointly signed by trade unions and employer organisations, such as Holzbau Schweiz for timber construction and WaldSchweiz for forest owners. These agreements guarantee both strictly set minimum wages, varying by qualification and region, to prevent social dumping, and controls on working hours, particularly in harvesting, where physical overexertion raises the risk of accidents. Forest workers in physically demanding roles have access to flexible early-retirement schemes. The unions work closely with the national accident insurance fund Suva, which mandates that no one may work alone in harvesting operations, that certified protective clothing must be worn at all times, and that workers must regularly complete refresher training for chainsaw work and cable-yarding on steep slopes. Wages in Swiss forestry are set by regional and cantonal generally binding collective agreements. A 13th monthly salary at year-end is standard practice in the sector.
The wage scale in 2026, depending on an employee’s qualification and position, is as follows: an unqualified Swiss forest worker earns CHF 4,200–4,600 a month (€4,550–4,980 a month at the exchange rate of 10 July 2026, when 1 Swiss franc equalled €1.0837). These are workers carrying out the simplest auxiliary tasks and planting. A qualified forest worker holding an EFZ diploma earns €5,090–5,960 a month. Pay rises with length of service – for example, straight after completing the three-year vocational programme the base salary is around €5,090, rising to at least €5,800 after five years.
A team leader, or foreman, earns up to €6,500 a month. He is responsible for the forest-worker crew and for safety on the felling site. Operators of specialised machinery earn €7,000 a month; these are highly skilled specialists who operate complex modern harvesters or mountain cable-yarding systems. A regional forester or forest manager in Switzerland earns €9,200 a month or more. These are specialists with higher professional qualifications who run operational units and forestry districts, plan budgets and timber sales, and liaise with cantonal authorities.
Daily safety protocols and Suva standards on Alpine slopes
Logging in the mountains is one of the most dangerous occupations in the country, which is why Switzerland’s national accident insurance agency, Suva, sets uncompromising safety rules, breaches of which can result in enormous fines or the revocation of a company’s licence.
The “never alone” principle means that working alone on a felling site or in a harvesting zone is strictly forbidden. A crew must consist of at least two workers, kept in constant visual, voice or radio contact. Personal protective equipment is compulsory for forest workers, and everyone must carry a special smart device or radio fitted with a “sudden fall” sensor on their clothing. If a worker falls and remains motionless for more than 30–60 seconds, the device automatically sends an alarm signal with GPS coordinates to rescue services and nearby colleagues. Before starting work on steep Alpine slopes, the forest manager is required to define a precise emergency evacuation point and coordinate it with Switzerland’s air rescue service, Rega. In the event of serious injury, the casualty is evacuated from the mountain by helicopter within minutes.
The use of cable-yarding systems in Alpine harvesting: equipment and limits
On steep Alpine slopes, conventional harvesters and forwarders cannot operate, since they cause soil erosion and are unable to move on gradients above 35–40 degrees. Cable-yarding systems, known as seilkrananlagen, dominate in Switzerland. A load-bearing cable is stretched between a mobile mast positioned at the top of the mountain, mounted on a heavy truck or tractor, and an anchor point below. Motorised carriages travel along this cable, lifting felled trunks into the air and transporting them to the landing site. Cable lines are typically 300 to as much as 1,000 metres long, spanning ravines and steep slopes. Modern systems can safely move trees weighing 3–5 tonnes. Because the timber is transported through the air, the soil surface and young growth remain completely undisturbed. Installing, calibrating and operating a cable system costs up to three to four times as much as conventional harvesting on flat ground. Without state subsidies, such operations in the Alps would be economically impossible. A highly skilled crew of three to four people with specialist training and flawless radio coordination is also required, since the carriage operator often cannot see the workers on the mountain. Naturally, the work is extremely demanding and calls not only for knowledge and skill but also for courage.
Digital tools in the daily work and training of Swiss foresters
The everyday tools of today’s Swiss forestry professionals include not only the chainsaw and marking paint but also the tablet computer and satellite data. Swiss vocational colleges devote a substantial part of their curriculum to teaching these skills.
Drones fitted with multispectral cameras fly over forest tracts, analysing chlorophyll levels in leaves and needles to identify spruce stands suffering from water shortage and drying out prematurely. High-resolution aerial photography makes it possible to spot the very first signs of bark-beetle damage – a change in needle colour in the crowns that cannot be seen from the ground. This allows immediate, precise selective felling of infected trees before the beetles fly on to neighbouring stands. In mountain regions, drones model 3D representations of forest structure to determine whether tree density is sufficient to hold back avalanches. Switzerland’s federal research institute WSL supplies foresters with precise LiDAR data. Before heading out to a given forest compartment, a forester can already see, on a tablet, the exact topography, along with the height and trunk diameter of every tree. Forestry professionals use specialised applications, such as Marteloscope tools, in training, digitally logging every trunk to be felled or kept as a “habitat tree”. This data syncs automatically with harvester on-board computers and cable-yarding operator systems, ensuring seamless digital logistics and full traceability of timber origin in line with strict certification requirements.
Differences in forestry and administration between Switzerland’s language regions
Switzerland’s forest management culture and economic reality are strongly shaped by geographic and cultural factors, which draw clear lines between the German-, French- and Italian-speaking cantons.
The most notable German-speaking cantons, together known as Deutschschweiz, are Zurich, Bern, Graubünden, Aargau and Lucerne. Their administrative style is markedly business- and efficiency-driven. Here forest holdings and cooperatives are the largest and the most technically advanced. Only the German-speaking part has a broadly developed large-scale sawmilling industry, which requires a continuous and predictable timber supply. Wage levels are highest in these cantons. In Zurich or Bern, the minimum wages set in collective agreements and actual payments to forest workers run 10–15% higher than in the south of the country. It was in the German-speaking cantons that the classic Dauerwald, or selective-felling, concept was born, and it is now planned with engineering precision using digital software.
The largest French-speaking cantons, referred to by the Swiss as Romandie, are Vaud, Neuchâtel, Jura and Geneva. Administration here is marked by a strong emphasis on nature conservation and social function. These cantons have the strictest restrictions on harvesting near towns and the greatest political influence of eco-activists. As mentioned earlier, canton Geneva is the most radical example, where recreational hunting is banned outright, while the Neuchâtel region has historically been dominated by aesthetic and ecological forestry. Wage levels here are moderately high. Pay is stable, but the tax burden in the French-speaking cantons tends to be higher than in the German-speaking ones, which slightly reduces workers’ real purchasing power. There are many small, historic public forests here, belonging to old French-speaking communes, where decisions are made slowly, through local referendums.
The Italian-speaking region is Ticino, comprising canton Ticino and part of the southern valleys of Graubünden. Forestry here faces the greatest structural challenges. Ticino has the highest share of forest cover in Switzerland, with almost 48% of its territory under forest, but most of it is protective forest on extremely steep Alpine slopes, where commercial harvesting is economically unviable and highly complex. Wage levels here are the lowest in Switzerland. Canton Ticino borders Italy, so wages face enormous downward pressure from the so-called frontalieri, Italian cross-border commuters who cross the border every day. Average forestry wages in Ticino can be as much as 20% lower than in Zurich or Bern. Almost all forestry here depends on state subsidies and is aimed solely at safety, preventing avalanches and rockfalls. Timber extraction here relies almost entirely on mountain cable-yarding systems and even helicopters, since the road network is inadequate.
Its southern climate creates specific problems, since during dry spells in winter and spring Ticino regularly suffers forest fires, something not typical of German-speaking Switzerland. Canton Ticino borders the Lombardy and Piedmont regions of Italy. Because wages in Switzerland are considerably higher than in Italy, tens of thousands of Italians travel to work in Ticino every day. This phenomenon has a strong impact on the local forestry sector and on union work as well. Residents of Italy’s border regions are willing to work for lower pay than local Swiss residents, which creates constant downward pressure on wages at Ticino’s forestry offices and private companies.
To combat social dumping, trade unions in canton Ticino have won stricter conditions and more frequent inspections at building sites and felling sites. If a company hires a frontaliere, it must pay the minimum collective-agreement wage in force in canton Ticino. Harvesting in the Alps is high-risk work. Unions and cantonal authorities strictly monitor that foreign workers hold safety certificates meeting Swiss standards for chainsaw work and cable-yarding operations, preventing the use of unqualified labour.
Education and training programmes at Swiss forestry schools
Switzerland’s forestry education system is highly regarded and rigorously structured. It offers both basic vocational training and advanced specialisation at the country’s two leading and most prestigious forestry colleges – the Lyss Forestry College and the Maienfeld Forestry College.
The first step is basic vocational qualification, or EFZ. This is a three-year dual apprenticeship programme, in which young trainees spend 3–4 days a week working at a real forestry business or a municipal forestry office and 1–2 days at vocational school. Training focuses mainly on safe tree felling, forest regeneration, habitat protection and equipment maintenance. Studies conclude with a rigorous state exam, after which the Federal Certificate of Proficiency, Eidgenössisches Fähigkeitszeugnis (EFZ), is awarded. This is a mandatory prerequisite for working as a forest worker.
To become the head of a forestry district, further study at Lyss or Maienfeld is required. These programmes admit only those who already hold a Forstwart EFZ diploma and have several years of practical forestry experience. The curriculum covers forestry and ecology, building a deep understanding of close-to-nature forestry under the Dauerwald system, climate-change risks and adapting tree species. It includes planning mountain-forest infrastructure, road construction and the geodetic calculation of complex cable-yarding lines, and also requires business management, personnel management, timber market logistics and the legal aspects of cantonal subsidies. Graduates receive the Dipl. Förster HF qualification, a higher professional college diploma certifying their level of knowledge, which grants the right to manage public or private forest districts and to hold senior positions in cantonal administration.
The accessibility of Switzerland’s forestry education, its strict occupational safety standards and the integration of modern technology together ensure the sector retains high competitiveness and maximum safety even under extreme Alpine conditions.
Switzerland’s education system is heavily subsidised, to ensure a supply of highly qualified local specialists in the strategically important forest-protection sector. Most of the tuition costs at the Lyss and Maienfeld colleges are covered by the student’s home canton. Thanks to cantonal funding, students’ direct study payments are comparatively low. Additional costs must still be budgeted for study materials, transport for specialised field trips, and personal safety equipment. During the three-year basic training programme, trainees receive an official apprentice wage from their employer – the forestry office or business – which increases every year. If a trainee forester lacks sufficient personal savings or does not receive financial support from their employer, they are entitled to apply to their canton’s education authority for a monthly grant or an interest-free study loan to cover living costs.
Hunting in Switzerland
Switzerland’s hunting system is unique and reflects cantonal autonomy, with two main models in operation. One is the licence system, or Patentsystem, used in most cantons, such as Graubünden and Valais. Hunters buy a licence for a specific number of animals and hunt during set seasons across the whole canton, strictly observing the state-set quotas. The other is the district-lease system (Reviersystem), used in the country’s midland and northern cantons, such as Zurich and Aargau. Municipalities lease defined forest areas, known as Reviere, to hunting associations for several years at a time. Hunters are personally responsible for population control and for compensating damage caused by wildlife to agriculture and forestry.
There is also what is known as the Geneva exception: in canton Geneva, recreational hunting has been completely banned since a 1974 referendum. There, the regulation and control of wildlife populations is carried out solely by paid staff of the state environmental service – professional rangers. It must be said that persistent tension exists across Switzerland’s cantons over managing populations of large predators, wolves and lynx, and over hunting quotas on Alpine pastures.
