In order to ensure the unquestionable legitimacy of the Saeima elections and to avoid possible reputational risks, the Ministry of Smart Administration and Regional Development (VARAM) proposes handing the development of the election systems to SIA “Latvijas Mobilais Telefons”, SIA “Tet” and AS “Latvijas valsts meži”. The companies have been chosen because the state is involved in their governance, they have carried out major national information technology infrastructure projects, and they employ highly qualified specialists.
At the direction of the Cabinet of Ministers, software development contracts are to be concluded in accordance with Section 3, Paragraph Eight of the Public Procurement Law, supporting the application of the procurement exemption. The development contracts are intended to observe the key development deadlines set to date by the Central Election Commission (CVK), so as to meet the timetable for the technological provision of the Election Platform originally defined between the CVK and the State Digital Development Agency in the autumn of 2025.
The proposal will be submitted to the Cabinet of Ministers for consideration.
The contract with the developer of the Election Platform, AS “RIX Technologies”, which won the right to carry out the programming work on the Election Platform following a procurement conducted in the e-catalogues of the Electronic Procurement System, has likewise been terminated. To this day the contractor has not fulfilled the obligations arising from the terms of reference.
