An email to staff reminds them to remain objective in their communications... The UN Department of Global Communications has instructed organisation staff not to call the situation in Ukraine a war or an invasion, in order to maintain balance on the politically sensitive issue. The influential UN member state, Russia, punishes or persecutes those who use such terms within its own country. UN representatives suggest that "conflict" or "military offensive" would be more appropriate to describe Russia's invasion of the neighbouring country, where it has already managed to create streams of refugees and killed thousands of civilians. Furthermore, the head of the UN Regional Information Centre has urged staff not to characterise the situation as a war in any way and not to use the Ukrainian flag either personally or in professional matters.
