The Road Transport Administration pays out these ticket subsidies, and the Ministry of Transport requests them in its budget. It has historically been the case that grants are planned with a shortfall in the basic budget, and by the end of the year, extra money has to be requested. How will it be this year? Is it not possible to forecast the necessary money for public transport subsidies from the start?

It has indeed been the usual procedure to allocate less in the budget base than is actually required. In the middle of the year, the Ministry of Transport goes to the Cabinet of Ministers and requests additional money from the contingency fund. This is a complex exercise in formulating the current year's budget. Listening to what the Ministry of Finance is saying about the need for fiscal discipline, I assume that this usual procedure might be hindered. Namely, in the middle of the year, there is not really anywhere to take the money from! Right now, in budget discussions, I have already pointed out that passenger transport is not some special priority or whim of the minister or the Ministry of Transport, but rather a daily necessity of national importance. We are currently fighting to ensure that there is sufficient money for ticket subsidies in the budget base. It is understandable that fuel prices have risen and more money will be needed. (...)
