National report of the autumn 2025 Eurobarometer survey

National report of the 104th standard Eurobarometer survey (autumn 2025). The aim of the survey is to gauge the views of EU citizens living in the 27 EU member states, as well as citizens living in the current candidate countries and potential candidate countries (excluding Ukraine) and in the United Kingdom. The survey was carried out between 9 and 29 October 2025. This report presents information on the results of the standard Eurobarometer survey in Latvia.

Key findings

Life satisfaction

o   Latvian citizens' satisfaction with their life in general has not changed significantly since spring 2025. In the autumn, an overwhelming majority (84%) of Latvian citizens say they are satisfied with their life in general. This level of satisfaction is comparatively high and matches the overall assessment among Europeans – 86% of Europeans said they feel satisfied with their life in general.

o   It should be noted that in autumn 2025 Latvian citizens' life satisfaction has once again reached its highest level on record (previously, in 2020, 84% of Latvian citizens were satisfied with their life in general).

The main problems at national level

o   Asked to name the two main problems facing Latvia, the area Latvian citizens mentioned comparatively most often in autumn 2025 was rising prices/ inflation/ the cost of living (33%), while for the second they named two areas: healthcare (23%) and the economic situation (22%).

o   Europeans' overall view of the main problems in their countries is similar: almost a third (31%) consider rising prices/ inflation/ the cost of living, and almost a fifth (19%) the economic situation, to be the main problems facing countries in the European Union.

The main problems at European Union level

o   As the two main problems currently facing the European Union, Latvian citizens named Russia's invasion of Ukraine (32%) and immigration (27%). Since the spring, Latvian citizens' concern about immigration as one of the main problems in the European Union has grown (+9 percentage points (hereinafter pp) since spring 2025), and this year has also seen an increase in the proportion of Latvian citizens who consider Russia's invasion of Ukraine to be one of the two most important problems currently facing the European Union (+5 pp since spring 2025).

o   Russia's invasion of Ukraine (26%) and immigration (20%) are also the two most important problems currently facing the European Union that Europeans mention most often. It has to be acknowledged, however, that on average Europeans as a whole named Russia's invasion of Ukraine and immigration as the two most important problems currently facing the European Union considerably less often than Latvian citizens did.

Trust in the European Union and the image of the European Union

o   Since the spring, Latvian citizens' trust in the European Union has remained unchanged: in autumn 2025, one in two (55%) Latvian citizens tend to trust the European Union.

o   Europeans' trust in the European Union is on the whole lower than in Latvia – 48% of Europeans tend to trust it and, contrary to the trend in Latvia, the proportion of Europeans who trust the European Union has fallen significantly over the past six months (-4 pp since spring 2025).

o   The highest level of trust in the European Union is in Portugal, where a majority (71%) of citizens tend to trust the European Union, while the lowest is in France, where in autumn 2025 a quarter (27%) of citizens tend to trust the European Union.
