Heated discussions took place in the Saeima Education and Culture Committee regarding the ministry's conceptual report on the change of the internal governance model of higher education institutions. Almost all university rectors or their representatives, along with several social partners related to the sector, stood against Šuplinska at the meeting. The ministry's proposal received scathing criticism, and the committee has decided to postpone its further progression for the time being.

Although those present acknowledged that changes in higher education are necessary, the document drafted by the ministry, which was prepared in great haste and without the involvement of university representatives, was assessed as rushed and unfit for purpose. It was initially intended as a concept for governance reform, but had imperceptibly grown into a reform of all higher education. To familiarise themselves with the 65-page document, which fundamentally changes the entire sector, the rectors were given only five days.
