Mismanagement is running rampant. A neighbouring country's plan to save Russia's forests

Over the last decade, Russia's share of the global timber market has fallen from 18% to 2%.

Why is that?

The reason is clear: so-called "grey" schemes for allocating forest plots have become common practice in Russia, which encourages and stimulates various types of fraud, which in turn has increased forest mismanagement and illegal logging to unprecedented levels.
