Latvia's largest business association, the Latvian Chamber of Commerce and Industry (LTRK), has collated the views of businesses on their dealings with public administration bodies, and the survey results show that the best rated is the Road Traffic Safety Directorate (CSDD), while the worst rating went to the building authorities. State institutions were assessed in three categories: communication and cooperation overall, the administrative burden, and the speed and responsiveness of cooperation.
In the business survey carried out by LTRK and the public opinion research centre SKDS in April–May 2025, company managers were asked to indicate which state institutions and bodies their company had dealt with over the past 2 years and how they rate that cooperation in categories such as communication and cooperation overall, the administrative burden, and the speed and responsiveness of cooperation. The survey found that companies had comparatively most often dealt with the State Revenue Service, the Register of Enterprises and the CSDD, and least often with the Public Utilities Commission (SPRK). Of the state institutions and bodies listed in the questionnaire, the CSDD received by far the best rating in every category. Also well rated were the Land Registry, the Food and Veterinary Service (PVD), the State Fire and Rescue Service (VUGD) and the Rural Support Service (LAD). The worst ratings went to the building authorities, the Central Finance and Contracting Agency (CFLA) and the Consumer Rights Protection Centre (PTAC).
Looking at the survey results by category, the best rated for communication and cooperation are the CSDD, VUGD and PVD, while the worst ratings went to the PTAC, CFLA and the building authorities. As regards bureaucracy, businesses feel the lightest burden in dealing with the CSDD, the land registries and the Patent Office, and the heaviest with the CFLA, the building authorities and the SPRK. On responsiveness in working with businesses, the leaders are the CSDD, LAD and the land registries, while the worst rated in this category are the building authorities, the Nature Conservation Agency and the State Construction Control Bureau.
Jānis Endziņš, Chairman of the Board of LTRK comments: “Reducing the administrative burden is critically important if the wellbeing of Latvia's people is to improve more quickly, and policymakers have finally begun to 'untangle' this issue. The survey can become an excellent source for the improvements needed. We will certainly carry out a repeat measurement to assess which institutions are showing positive progress and which are not.”
A total of 750 managers of active companies from all over Latvia took part in the survey in April–May 2025. The survey data can be examined in more detail on the LTRK website.
