Following a selection process from the land units managed and owned by JSC Latvijas valsts meži (LVM), areas available for the 2023 auction for wind farm development on state forest land have been identified.
In the 2023 surface rights auction for wind farm development on state forest land, LVM is offering 38 areas, or auction lots. To participate in the surface rights auction, in accordance with the auction regulations, applicants must submit their applications by 6 November (inclusive). The auction regulations and the draft surface rights agreement are published on the LVM website www.lvm.lv, in the section “Konkursi un izsoles”. The auction is scheduled to take place electronically between 22 November at 13.00 and 22 December at 13.00.
LVM invites potential auction participants to a public information meeting, which will take place on 7 September from 13.00 to 15.00 at the LVM Zemgale region customer centre in Jelgava, Loka maģistrāle 2M. During the meeting, LVM will detail the auction procedure, present the auction documentation, and answer questions.
Wind farms on LVM land will not be located closer than 800 metres to cities, villages, and residential or public buildings, nor in nature conservation areas where wind farm construction is incompatible with the regulatory enactments of the Republic of Latvia. Likewise, wind farms will not be built on LVM land in areas where the purpose of forest land management is nature conservation and LVM has additionally designated protection for environmental values to be preserved, as well as in forest areas significant for public recreation and locations where cultural monuments are situated.
On 13 June 2023, the Cabinet of Ministers of the Republic of Latvia approved amendments to Cabinet of Ministers Regulation No. 350 “Regulations regarding the lease and surface rights of public person's land”, which provides the legal framework for wind farm development opportunities on public land. By increasing the volume of renewable energy production, Latvia is strengthening its energy independence, which is essential for national security. By providing the opportunity to place wind turbines on forest land, preconditions and opportunities are created for commercial entities to engage in wind farm projects on public land. The involvement of commercial entities will ensure a significant increase in wind farm capacity over the next 10 years, increasing the total volume of electricity produced in Latvia.
