Latvia closes 2025 with a solid performance in the European Commission's open data maturity assessment (The Open Data Maturity), demonstrating a consistent and sustainable approach to the development of public data. In the open data maturity assessment carried out by the European Commission, Latvia's score is 92.9%, reflecting the country's ability to systematically strengthen its open data ecosystem and to use it as a significant resource for modernising public administration, encouraging public participation and driving economic growth.
2025 marks a breakthrough in the area of open data impact, where Latvia has reached 86.2%, which is 7 percentage points more than in 2024. This increase confirms that open data is increasingly being used not only to make information available, but also to build practical solutions – in policy planning, research, business and the development of digital services – while at the same time providing a solid foundation for artificial intelligence solutions, which require accurate, structured and up-to-date data in order to work.
At the same time, significant improvements have also been achieved in the development of the Open Data Portal. In this category Latvia scored 94%, improving its result by 4 percentage points compared with the previous year, which demonstrates both the technical maturity of Latvia's Open Data Portal (hereinafter – the portal) and the refinement of data management processes. The data.gov.lv portal is being developed as a central platform that makes public data available in one place, encourages its re-use and strengthens trust in public administration data.
In developing the portal, particular attention is paid to data quality, timely updating and users' needs, so that the data is not only available but also practically usable in a variety of contexts. Open data in Latvia is published in machine-readable formats, which makes it possible to process, analyse and integrate it automatically into digital solutions, thereby fostering innovation and more efficient use of public resources.
This year's results clearly show that open data in Latvia has become a strategic instrument that strengthens transparency, encourages cooperation between public administration and society, and creates a foundation for data-driven development. By continuing to invest in improving Latvia's Open Data Portal and in strengthening an open data culture, Latvia is consolidating its role in the European digital space and building a sustainable basis for future challenges and opportunities.
The open data maturity assessment is the European Union's annual assessment of the availability of public information, which evaluates member states' progress in the field of public sector open data using four main components: policy, portal, data quality and impact. This assessment gives member states comparable insight into the development of open data, good practice and recommendations for further improvement.
