The regional administration is discussing amendments to the planned legislation on emissions with the Russian Ministry of Economic Development (Минэкономразвития).
The Governor of the Kaliningrad Region, Anton Alikhanov, reports that "there is an agreement with the ministry for the immediate inclusion of the Kaliningrad Region in the forthcoming law on 'experimental carbon regulation'". The initiative regarding plans to achieve carbon neutrality by 2030 came from the regional leadership.
