It is planned that a referendum may be initiated regarding a municipality's sustainable development strategy and council decisions proposing the construction of a public building.
It is also intended that a local referendum may be initiated to dissolve the council. Such a referendum cannot be initiated within one year of a new council convening or within one year before the end of the council's term of office.
Furthermore, it is intended that a municipal referendum may be initiated by the municipal council itself, provided that at least two-thirds of the council members agree. This will give the municipality the opportunity to ascertain the views of the residents on a specific issue. The municipal council will not be able to hold a referendum on the dissolution of the council.
The new draft law stipulates that the right to initiate a municipal referendum will belong to Latvian citizens and European Union citizens who have reached the age of 18 and are registered in the electoral roll.
