How government priorities become insignificant in the budget

(...) The overall trends for 2023 show that, possibly in violation of the provisions set out in the Budget Law, the sectors represented by the Ministry of Welfare and the Ministry of Health, as well as the State Audit Office, have become the least prioritised. It is also difficult to label as priorities those sectors for which the Ministry of Finance, the Ministry of Education and Science, the Ministry of Foreign Affairs, the Ministry of Culture, the Ministry of Defence, the Ministry of Agriculture, and the Ministry of Environmental Protection and Regional Development are responsible. Overall, there is one conclusion – state budget expenditure in 2023 does not align with the priorities defined in the Budget Law.
