From 2021, a very large proportion of the population will be unable to afford to buy a private car

Environmental protection is important, but it is not our nation's most critical issue. The 2019 Organisation for Economic Co-operation and Development (OECD) review of Latvia acknowledges that the country is rich in forests, which cover 54% of its territory, and CO2 emissions per capita are lower than anywhere else in the OECD due to the exceptionally widespread use of renewable resources. In the Environmental Performance Index (EPI), calculated by Yale University in cooperation with the WEF, Latvia ranks 37th, and in the field of biodiversity, it holds a high 25th place out of 180 countries.

The amendments planned by the government threaten a situation in which two-thirds of the population will no longer be able to afford to purchase a passenger car. Old registered vehicles will continue to be used for a long time, much like in Cuba, although significantly more will be paid in taxes for them. It is precisely the mobility of the less well-off that is set to bear the greatest burden; this will give Latvia the opportunity to become the EU country with the most unequal income distribution.
