In preparation for the 2026 Saeima elections, work to upgrade the Election Platform is proceeding successfully. AS “Latvijas valsts meži” (LVM) has completed development of the additions to the Electronic Online Voter Register (ETVR) ahead of the planned deadline, while LMT has, within the set deadline, rolled out the functionality for preparing and submitting candidate lists in the Election Information System (VELIS). At the same time, Tet is carrying out a comprehensive cybersecurity audit of the election systems, covering both the development process and the security of the information systems themselves.
The ETVR allows voters to cast their ballot at any polling station in Latvia. The system helps polling station staff verify a voter’s right to vote and register their participation in the election, ensuring that each voter can vote only once.

LMT, meanwhile, has completed development of the functionality for preparing and submitting candidate lists in the Election Information System (VELIS) within the set deadline. As of 8 June 2026, political parties and party alliances are able to prepare candidate lists for the 2026 Saeima elections electronically via the Election Platform. Submission of candidate lists will begin on 20 June 2026. LMT is continuing work, within the previously set deadline of 30 June, on further development of VELIS, building the functionality for the Election Progress Log (VGŽ) and the Vote Counting Protocol (BSP).

The Election Information System (VELIS) is the central module of the Election Platform, providing the functions needed to organise and run the election process – from managing candidate lists and organising the work of polling stations through to compiling and publishing vote-counting results. The system also publishes information on candidates, voter turnout and election results on the dati.cvk.lv portal.
As part of the project, Tet is carrying out a comprehensive cybersecurity assessment of the election systems, covering both the development process and the security of the information systems themselves. So far, a security audit has been carried out of the election platform’s development environment and software delivery processes, assessing whether code management and automated development solutions meet the key cybersecurity requirements. Penetration testing of the public data portal is currently under way, along with an audit of the internal security processes for maintaining the election platform.
“The security of election systems is a continuous process in which timely risk identification and close cooperation with developers both play a vital role. We are currently continuing in-depth security testing and audits so that, before the systems are put into operation, we can confirm their resilience to possible cybersecurity threats and ensure public trust in the election process,” stresses Dmitrijs Ņikitins, chief technology officer at Tet.
Development of the Election Platform is being carried out by SIA “LMT”, AS “Latvijas valsts meži” and SIA “Tet”. The work is being carried out in close cooperation with the State Digital Development Agency and the Central Election Commission, to ensure the Election Platform is ready for the 2026 Saeima elections.
