The specialist is convinced that the Nature Conservation Agency views the actions set out in preventive measure plans, which are standard practice in any country with high-quality forest management, as significant environmental changes that, from a bureaucratic perspective, were not previously provided for.
Therefore, before they can be implemented, an environmental impact assessment process must be carried out as if for some massive construction project, which in Latvian conditions can take up to three years.
The plans include, for example, the clearing of obstructive trees and shrubs along natural tracks to a specified width, the levelling and strengthening of the natural track surface, the establishment of additional water extraction points, and the installation of culverts in the wettest areas.
