Commissioned by VSIA Latvijas Valsts ceļi (LVC), AS Ceļuprojekts has begun a feasibility study and an environmental impact assessment (EIA) for the prospective new stretch of the Tallinn highway (A1) from Vangaži to Skulte. The company won the right to carry out this work through an open tender, with the costs amounting to 110,594 euros (including VAT).

Why is a new road needed?

A new highway section is necessary so that transit traffic does not have to pass through Baltezers and Ādaži, which contain not only historical residential buildings but also villages and industrial facilities developed over the last 10–20 years.

On the initial stretch of the current Tallinn highway, from the Riga bypass to Saulkrasti, traffic intensity has increased by 50% over the last 10 years – from an average of 12,400 vehicles per day to 18,400 vehicles per day – and the road has reached its capacity. At the same time, over the last 20 years, both residential and industrial development has taken place in the Ādaži area, but safe traffic management was not organised; the municipality did not create a parallel road network, and connections were made directly to the state's main road, the Tallinn highway. Consequently, the initial stretch of the Tallinn highway has lost its function as a main road, and road safety has deteriorated significantly – there are six so-called accident black spots on the stretch. Over the last 3 years, 96 road traffic accidents have occurred there, and 6 people have lost their lives.

The combination of these factors indicates the need to increase the highway's capacity, ensuring smooth and safe traffic, especially for transit vehicles. This is not possible without a fundamental reconstruction of the existing road or the construction of a new highway section.
