80 years ago, “Jaunākās Ziņas” reported: “The Department of Trade and Industry and the Labour Protection Administration have invited all business owners to carefully consider the issue of scaling back or suspending operations during the summer. This is to be done in order to ensure work for enterprises and normal earnings for workers at an undiminished number of working hours next winter.

By suspending or scaling back work in the summer, businesses would be given the opportunity to procure and stockpile the necessary raw materials so that production could be resumed at full capacity in the autumn. The scaling back or suspension of work is to be arranged between 1 May and 1 September, when many workers are needed for agricultural work, the preparation of fuel materials, and other summer seasonal jobs. As is known, workers employed in these seasonal jobs will be guaranteed their previous positions and earnings upon their return to Riga.”
